I did some research and you won't believe what I found. You can indeed drive without shoes, not only in Washington and Oregon, but it's perfectly legal to drive without shoes in the entire United States. However, you're "strongly encouraged to wear shoes."

If your feet are wet, they can slip on the gas or brake pedals. If you cause an accident while driving with no shoes, you can be charged with careless or distracted driving.

Because, we often see the sign, "No shoes, no shirt, no service." While some police departments discourage driving barefoot, it is NOT against the law. Can you be thrown into jail for driving with no shoes? No. However, if you're in an accident and driving without shoes, you could get a ticket. A police officer may ask where your shoes are. They may investigate to see if you're at fault. Did your foot slip?
